Before anyone can inspect or repair a fuel tank, the aircraft has to be defueled and the tank drained, vented, and gas-tested safe to enter. That sequence is not optional, the work that follows cannot start until it is done.
Vacuum extraction changes that. It empties the tanks and pulls out the residual fuel that settles behind the baffles, then draws down vapor so the tank is safe to enter, sooner. The crew gets inside to inspect and work hours earlier, and the aircraft clears the bay sooner.
